Property Tax Manager – Tax Department

JCPenney is currently seeking a Property Tax Manager to work in its Tax Services department. This position will be a hands-on team member directly responsible primarily for controlling real property tax costs. The position involves 20-25% travel for informal assessor meetings, attending appeals meetings, formal board meetings, and other meetings associated with law suits brought in various jurisdictions.

Primary Responsibilities:

  • Responsible for the review of real and personal property tax value notices for purposes of prioritizing those for follow-up appeals/protest due to being outside expected norms or at variance to budgeted amounts.
  • Phone and/or personal meetings with county/parish tax assessors for purposes of negotiating real property values to within acceptable parameters
  • Ability to present the analysis supporting the cost/benefit of all travel costs and any costs for outside appraisers, consultants and attorneys
  • Manage travel and outside costs across the entire portfolio of assigned properties
  • Identify and pursue cost reductions associated with landlord pass-thru of property taxes
  • Support the personal property tax area as needed with budgeting and forecasting and other issues as needed
  • Participate in peer company best practices discussions
  • Other work related tasks / ad-hoc reporting as needed

Core Competencies & Accomplishments:

  • Bachelor's degree in Accounting, Finance or Tax
  • CPA and/or CMI is preferred
  • Unique commercial property appraisal experience considered
  • A similar role with 3-5 years of experience with a company owning several hundred properties across the U.S. or equivalent experience with public accounting or property tax recovery firms
  • Strong understanding of property tax valuation principles
  • Experience with budgeting, forecasting and accounting of property tax
  • Ability to gather, organize and analyze data
  • Experience with PTMS (Property Tax Management System) software platform or its equivalent
  • Strong proficiency in MS Office Applications, particularly in Excel
  • Strong problem solving and analytical skills /Team player, detail oriented, and organized
  • Ability to work with minimal daily supervision
  • Strong written and oral communication skills/Ability to thrive in fast-paced, constantly-changing environment
